The construction of the Residences at Jefferson Place in downtown White Plains presented interconnected physical and community challenges. The project occupies a highly-visible, steeply sloping, 4-acre parcel at the southern end of the city’s central business district. It faces busy Mamaroneck Avenue on its lower frontage and an established residential neighborhood on its upper side, with an intervening grade change of 35 feet.

The site master plan, developed with the client and the architect, integrated 43 town homes facing the residential neighborhood, a 238-unit mid-rise condominium building with ground floor retail, new sidewalks and street trees on Mamaroneck Avenue, and an internal driveway accessing a multi-level parking garage in the center.

DTS worked closely with the White Plains Common Council and neighborhood associations in an iterative process to identify and address community concerns before and during the site plan application process. We also coordinated with engineering consultants and utility companies to ensure new infrastructure and stormwater facilities could be efficiently accommodated within the site’s constraints.

The resulting high-quality, mixed-use development anchors the south end of the city’s commercial corridor with a pedestrian-oriented streetscape while maintaining the visual character of the residential neighborhood to the west.

Our integrated, strategic approach to project planning and implementation balances the concerns of the land owner, the community, and the environment with the specific characteristics of the site, enabling us to create intelligent land use solutions.
