Phelps Memorial Hospital Center is a community healthcare provider with facilities on a 68-acre property in Sleepy Hollow, New York. To celebrate its 50th anniversary of service, Phelps embarked on an ambitious expansion plan that included a new medical services building, completely revamped and expanded emergency department, and a 750-space parking structure, as well as sitework and infrastructure improvements. New walkways, landscaping, and site lighting were designed to blend the new and existing facilities and to bring a unifying visual character to the campus.

DTS coordinated the environmental review and municipal land use approval processes for the phased projects, including the acquisition of adjoining land from a state agency and the annexation of the land into the local municipality to provide for future hospital growth. We assisted Phelps with the planning, design, and implementation services for all external site components of the plan.

As the hospital remained open for business at all times during expansion activities, DTS worked together with the construction manager to phase the installation of the new utilities and sitework, and to coordinate temporary parking areas for staff, patients, and visitors.

DTS continues to serve as part of the Phelps master planning group as the hospital actively manages its facility and program requirements for the future. Projects beginning construction in 2015 include the relocation and expansion of the hospital’s main lobby and magnetic resonance imaging (MRI) facility.

Our integrated, strategic approach to project planning and implementation balances the concerns of the land owner, the community, and the environment with the specific characteristics of the site, enabling us to create intelligent land use solutions.
