Castagna Senior Park is a 200-acre development site located along Route 22 in Pawling, NY that has been owned by Castagna Realty since the 1950s. The owner’s goal is to create a “center for healthy aging” that combines all the necessary facets for aging in place.  The first project to be built within the Senior Park is The Hamlet at Pawling, consisting of 80 affordable senior housing apartments flanking a central landscaped courtyard on approximately 10 acres, which was developed in partnership with the Kearney Realty Group.

DTS has provided planning, approvals, site engineering and landscape architectural services for Castagna Realty since the 1980s. Planning for the Senior Park has included a full environmental impact statement, land use approvals for a master “Planned Development District” (PDD) plan for the entire site, and site plan, subdivision and environmental permits for different projects within the site.  The current PDD allows for a combination of up to 400 senior residential units, 165,000 square feet of medical offices, 200,000 square feet of retail, and a hotel.

DTS has designed the utility infrastructure for the Senior Park, including sanitary sewer, water supply and stormwater management facilities. DTS has also coordinated the extension of a sanitary sewer force main from the site one mile north to the Pawling Joint Sewer Commission treatment plant.  In conjunction with ecologists Dru Associates, DTS has helped to protect and provide landscape enhancements for 0ver 100 acres of permanent open space within the Senior Park.

Our integrated, strategic approach to project planning and implementation balances the concerns of the land owner, the community, and the environment with the specific characteristics of the site, enabling us to create intelligent land use solutions.
